South Carolina’s college and career readiness framework is defined by the Education and Economic Development Act of 2005 (EEDA), which requires a statewide system of career development and personalized planning beginning in elementary school and continuing through graduation.

At the center of this framework is the Individual Graduation Plan (IGP), a required planning process for all students in grades 8 through 12. The IGP serves as a multi-year roadmap that aligns academic coursework, career clusters, and postsecondary goals, ensuring students are prepared for college, careers, or workforce entry.

Students select a career cluster in 8th grade and refine it into a career major by 10th grade, creating a structured pathway that includes coursework, work-based learning, and credential attainment. Schools must also track college and career readiness indicators, including WBL participation, industry credentials, and postsecondary benchmarks.
